The normal 1-(1-crit)^3 can work on a more "general" flurry but you have to accept this is the "max" flurry uptime and doesn't take into account overlap. Counting overlap is extremely complicated and not in my math scope.
You can replace the "3" with the actual number of attack in a cycle. Cycle speed vary depending on weapon and should count a % of flurry somewhat. Or you can average it between the max (non hasted) and the min (max hasted).
This never give a 1% number but it tend to give one that is pretty high but flurry, especially with a 2-h and windfury, is up nearly all the time.
