I had thought that Blizz said the Blizz raid panel would allow moving in combat, but not targetting via the raid panel. The issu ethey had was the raid panel was secure, but you could move things via a mod, and taint the ui, as a secure frame that can target someone in combat, is supposed to be a fixed frame.
