Other teams were invited in their place so that 39 teams were still capable of playing on the tournament realm, for instance Tenebris of Ursin (4th) was invited because Everlasting Vendetta (1st) was disqualified and our battlegroup was only allowed 3 teams.
I'm sure many of them didn't even bother out of either apathy, annoyance towards Blizzard's handling of the whole thing or respect for the teams that weren't invited which allowed them to go through.
Oh and plus the whole 'individual members being disqualified' thing.
