Unyielding Girdles are not too expensive to craft, especially given PE is the main component.
Otherwise, if you have any leftover honour from pre-BC, picking up 2/5 of the blue arena set is a good way to quickly stack up on resilience. AV weekends are very good for ranged classes to quickly stack up on lots of honour. Similarly, 3k arena points can get gloves + any other piece of gear for a further 35 resilience. That's 70 resilience right there, which puts you in a good stead initially. You could also hold on to your points of course.
The Halaa legs with a +30 sta l/w enchant are good too.
Finally, don't underestimate PvE gear at a lower level. Particularly in 2v2/3v3, a pure-burst team can be pefectly viable against blue geared teams with < 100 resilience.
