Afaik the haste formula is:
Talented Casting Time/(1+Haste)
On Live, haste rating conversion is 10.5 rating=1% haste. (QE grants 30.44% haste)
For example my talented SF with QE proc:
3/1.3044= 2.3 sec
Crit proc:
2.5/1.3044=1.92 sec
Same on Wrath: 1.15sec and 0.767sec on critproc
On PTR:
SF: 2,6 sec normal and 2.17 sec on critproc.
Wrath: 1.3 sec normal and 0.868 sec on critproc.
Assuming same formula the new rating conversion is 20.8 rating=1% haste (QE grants 15.38% haste)
Nice nerf. 2080 rating needed for 100% haste aka 50% casting time.
