What you have to lose for it? Comparing to updated tier 5 items and equivalents, it's

-5 int
-58 healing
-30 mp5

30 mp5 is alot, but a lose of -0.17s casting time is very good, increasing the hps of the shaman's slower heals by over 6% and make them more competive to the paladin's ones and boost them far away from priests whose are still healing with 2.5 gh (if not picking spell haste theirselves, of course

).

If i have to chose, i would pick hase rating. Manaregen is not that big issue while chainchuggind with alchemist stone, fixed manatide and a shadow priest or some spellsurge user in your group.

But you need a good connection to really profit from this reduced casting time, with <150ms you should really think about it, if it's worthy.
