I really don't see how it matters when we're talking about a proc that's on the ranged weapon - you can't swap the ranged weapon to something with a different base speed and do the test when there's only 1 ranged weapon that has the proc we're talking about :P

I really have to pay attention when I post. For some reason I thought we were talking about the Mark of Conquest (different conversation I was having with a guildie). With a specific weapon we can get a % rate that should be consistent regardless of haste.
There has to be some event to track, since refreshes tend to be picked up by buff countdown mods.
