I just went and checked to confirm, and yeah; these anti-roof guards are an orgrimmar feature, not up top of Darkshire at all. It's a one sided feature, just like the zeppelin bruisers when nothing was done to the menethil and theramore and auberdine harbors.
Of course, since they added the zeppelin guards only after zeppelin and boat camping had gone out of vogue, it's fundamentally moot anyway. Same as adding rooftop guards long after comedy assassination out front of the orgrimmar AH became passe, and failing to scale the anti-rogue patrol guards to 70.
