For one, I've never found a cooldown bar mod that always puts the same cooldown in the same place. In addition, only showing bars for things that aren't usable suffers from the basic problem that in general I care much more about what I can use than what I can't. You could use DoTimer style ghost bars, but then you aren't saving any space, you're just replacing a button with a bar.
