Being a mana starved DPS caster, I have mixed feelings about Spellsurge. I think for general purposes, it is unnecessary. Trash, short encounters, timed encounters, and mastered/non progression encounters probably do not warrant it.
I do see value in having the enchant on your 'almost as good/back-up' weapon to help overcome some of the more endurance/progression encounters where you are a bit more safe to drop the damage a bit and add that MP/5, regen, and proc based mana return.
So, blow your load where you can...but keep this enchant handy for when every little bit helps.
Just my opinion of course.
