Is it because the WF bonus is applied to damage that's been reduced by the DW penalty? Or because itemization naturally lends itself to weaker off-hand weapons?

The general idea is that the WF bonus isn't halved but the damage still is. Everytime your OH procs it's keeping your MH from proccing for 3 seconds.
