You can't lose damage to glancing if the glancing never lands in the first place. A glancing hit is still a portion of the attacks, no matter if they miss, crit or what have you. You don't want to go out of your way to completely sacrifice other stats to the ground, but (especially as a combat build, which, well, you should be) +hit also affects things like combat potency procs, etc. Your best bet in any situation like this is to try to get to the cap, but keep your overall stats up, as well. Flexible gem selections are key in this.
Your other rogue is wrong. He may not see the immediate effects of not having a high +hit, but over time, you can definitely gauge the difference between rogues who stack it and rogues who don't.
