I am pretty sure that this guy wants something that tells him in which direction out of range people are, so he doesn't have to ask them to ping themselves on the map. He is probably looking for something like the minimap dots you get for people in your party, or waypoint arrows like Cartographer does.

I don't know of anything that can do this inside instances and I don't know if it is possible or not.
