Again, over simplifying a fair bit but, the attack table would look something like this, if you're attacking someone and you have 20% crit but they have 5% crit reduction from resilience, out of 1-100 that would be.

1-15 = crit (15 instead of 20 due to 5% crit reduction)
16-100 = hit

Everytime you're attacked roll 1-100 if it's <=15 all on crit abilities proc and their attack crits, if the roll is 16-100 it's a normal hit it does another roll of 1-100 for each on-crit ability and if it's <=5 it procs it, for something like Blessed Resilience which is 60%, I'd imagine it then does a seperate roll and if it's <=60 it'll proc Blessed Resilience also.
