This is one of the biggest problems as I see it for guilds that have a larger player base with less overall attendance. Even with just a mix of type A&B players I imagine it could cause problems just for getting enough people attuned to consistently raid. The difficulty involved with having mediocre players or having to constantly teach new people makes it that much more painful.
The biggest thing to get this to work (which it definitely can) is communication. Knowing people's schedule by the first day after server reset for when they're available allows you to make a projected schedule for that week based on the availability of the players you need for certain fights. It also allows set goals of what to accomplish on a given night which can help performance. In my own experience, making a night "Everything but Vashj in SSC" tends to get better performance than just "SSC tonight.'
In my own mind it may also take someone being the "bad guy" to tell the weaker players why they aren't being brought to Kael learning nights. Not saying "You suck and will prevent us from accomplishing much." but "We need our best players and Joe warlock has performed better in the past and/or has gear more appropriate for the fight." Using nightly WWS parses can go a long way in making this an objective point (and thus easier to swallow when you're inferior) and less subjective.
Trying to fit in the A&C people when their schedules and the fights allow and the D players when the fights allow and sitting some A players should work well. Being in a guild with a mix of type A&B players this has worked very well with setting a basic schedule towards the beginning of a week of who sits which night. Between preferring to work on new content and few gear upgrades I tend to sit many farm type nights which allows lower attendance people to get in. I get a night off to spend with my wife, and they get in to raid, and quite possibly a new boss for them so everyone wins.
The only case where this doesn't work out as well is people that are unpredictable for attendance. No person is entitled to a raid spot if they happen to show up and those that can't state ahead of time when they'll be around have to understand this and the fact that they're more likely to sit on a night when they do show up compared to someone that has a predictable schedule.
