I'm not disagreeing with you, but stamina and intellect, as well as spirit (although god knows why now) all cost in item budget. If you factor this in I believe Cowl comes out with a much higher item budget. And I'm not 100% sure that Hood of Hexing isn't better than T6 if you're looking at pure dmg/hit/crit
