It does not reset the sequence to the beginning every 6 seconds.
So, if you had enough rage to pop one ability every 5 seconds, you would be using shield slam every 20 seconds, as compared to doing SS, devastate, repeat.
Can anyone confirm this or tell me I'm a moron? Its a twitch for me to scream "THAT'S NOT RIGHT!" whenever I see the reset=N bing used like that, but I refrain because in the end I'm probably just making a noob out of myself.

What you have described is exactly what I want it to do, should there be a lapse in action over 6 seconds (which will ensure that shield slam is available) it resets that as my opening move upon resumption. If I wanted it to shield slam every 6 seconds regardless of progress through the sequence I would surely put revenge second. I had it last for the 4 piece t4, and figured I would just leave it on the off chance It does not become immediately available the previous actions would give it a chance (not that I can easily conceive of a way that could happen with shield block as the first thing it does, if I do not have aggro of course I have to resort to manual ability selection). This macro may not be the most elegant solution, but 'on the ground' as it were I find that there is often (usually) enough other stuff going on that I personally lack the ability to micro-manage my ability rotation and ensure I do not screw something else up thereby wiping the raid. Perhaps all the other tanks who come here are greater than I, but I find this macro to be a great help. So when the topic of macros came up I thought I would share it in hopes that it may be useful for others.
