A list of best enchants that can be used on twinks (<35):
Weapon: +30 spell damage, +55 healing (MC enchants), Crusader, Fiery, and the old str/agi enchants (I believe 15agi or str).
Gloves: +15agi, +20 school-specific spell damage
Bracers: +9str or stam
Boots: Minor move speed (+8% move speed).
Chest: +4 all stats
Leggings/Helm - Libram enchants (+8 to one stat best).
General Gearing Tips:
If powerleveling a druid, ideally you want as much of the tiger gear as possible, and str/agi enchants on everything. It's all about kill speed. Enchants are very powerful for increasing DPS compared gear.
For a melee class, an appropriate-level blue weapon with fiery every few levels is optimal, enchants are good but secondary.
For a caster, caster enchants sucked pre-tbc. Get a +30 spell damage to a weapon and it'll probably last you till 60. Likewise if you can find an enchanter for the somewhat rare AQ glove enchant recipes.
If you can dual box your character with a healer, it makes things a lot faster/easier. I dual boxed my current main from 30-70 with my druid out of group using heals on him - it made everything incredibly easy.
Leveling Tips:
There is no "secret". Just do quests, do them fast. Do as many as you can before coming back to town. Skip ones that have a poor rate of return for time spent. Use a leveling guide to give you an optimal path if you can't figure out one yourself. Aoe farming / power instance running / etc has been eclipsed by simple questing. Quest your ass off, and then quest some more.
