To those that cannot access the WoWWiki site (if you're at work or whatever  ), apparently there's a quest where you can get a "of the Shattered Sun" title if you shell out 1000g. |
The quest exists in WoWHead as well:
A Magnanimous Benefactor - Quests - World of Warcraft
Given the quest text, it's very likely that you have to be revered or exalted in order to buy the title. As I am not, I cannot confirm it actually exists.
