There's still situations in PvE where you have to move around, and having a better instant heal can't really hurt in those occasions. I always found Holy Shock remotely useful back when I played my holy paladin when I had to get the fuck out of an AE but still took damage from first tick. That's also the thing I like the most about druid healing, I can move around and keep healing, even if the heals aren't very powerful(I mean out of NS, and swiftmend taking 1.5secs and all). Not a revolutionary change, but a buff is a buff.

In comparison, the nerf to druid pvp set is like putting salt in an open wound. Ok it's a nerf, but come on, Healing Touch? At least put a bonus on regrowth, I might see myself cast regrowth every once in a while. It's like the stupid 4T6, from what I've seen from other classes(I haven't checked them all), it's like the worst chosen skill to boost. Mages get fireball, ferals get mangle, warriors get slam, hunters get steady etc, and we get fucking healing touch. I'd kill for 3% increased lifebloom instead to be honest(or 5% if they want to be nice ^^). I'm all for nerfing druids so they're more in line with other healers, but this is nerfing just for the sake of nerfing.

As for the mana burn change, it's all nice, but with the drinking change, even with -25% burned, a single(or maybe 2) burns that land will probably seal the game if you don't have burns too.
