We only get official UnitID's for raid, party, target, focus, pet and players any unit frames (Like arenas) are done through trickery and using a macro that does /targetexact <name>. 2.4 won't let us target by GUID so while you can accurately track DoTs on mobs you can't easily figure out which mob is the one you want.
[edit] You are correct Kirion, you could make a list of enemies to /targetexact but you can't specifically say which enemy to target out of a list of 20 mobs with the same name.
