It's a question of Mitigation/Threat vs Survival. Right now, the RED is clearly better because we have easily reached the amount of health needed to survive burst damage. I'll be switching to the PED for Sunwell tanking though. I'll need about 4k more hps for Sunwell tanking, which isn't going to come without giving up a little mitigation.
