The Steelweave enchant (+12 def) is superior to the Dodge enchant when you're first reaching uncrushability, and it breaks about even at higher gear levels where block is falling off the table (0.632% dodge vs. 0.607% dodge+parry+miss). The new +defense to chest seems aimed towards again, gearing for uncrushability, or maybe for resistance fights, but I don't think it's preferable to +150 health in most situations.
The new +BV meta is probably excellent for your block/AoE set.
The RD "bug" I've seen is when the mob switches targets in the latency period between when you hit your macro (casting on the friendly target) and when it lands, causing a failure with no error message or resist. I haven't noticed any problems with the taunt portion of the spell not holding aggro for the duration; it's just fairly short and if you have a high-DPS mob also beating on it (Tauren Warriors are a great example) if you can't drop a nuke on it immediately after you RD, it's going to steal it back.
