Reckoning is generally touted as a great leveling skill because your pure avoidance pre-70 isn't/shouldn't be high enough to reduce the proc rate to crap (which is generally why raiding Tankadins drop it).
Also, the extra swings proccing Seal/Judgement of Light/Wisdom are excellent for keeping up your health/mana while you're juggling them during an AOE grinding pull. Unless you're twinked out the ass, it's very likely that you're still taking significant amounts of damage, so all that extra healing from the Reckoning swings adds up.
I would definitely keep Precision, as the 3% hit is invaluable for almost everything you're going to do. I'd consider Spell Warding to be expendable, since you shouldn't be taking enough spell damage for it to matter in the long run, whether instancing or questing (I don't even have it on my normal tanking build).
I wouldn't consider Toughness as expendable. While you will run into caster mobs occasionally, damn near everything is going to hit you with physical damage.
