Do you actually think that Borderland Fortress Grips are under budget? I actually assumed they were overbudget due to the oddities with where they drop and such. When you compare them to items with similar iLvL they just completely dominate them, I think the internal ilvl tag of them is just off, along with their armor. I may be wrong, though, but I'd certainly be amazed if they get more stats besides just their armor value.
