Yeah, this is what I thought at first too. Unfortunately the way they went about it was akin to fixing a squeaky door by taking it off the hinges altogether.
In order to "fix" growl getting too much threat from boar charge, they removed scaling from growl altogether. Which basically means that as your gear improves, growl becomes increasingly worthless for soloing.
They need to find a better way to fix boar charge, or a better way for growl to scale (making distracting shot scale while you're at it please). Personally I think changing charge to "adds x damage to pet's next attack" would have been a simple enough solution, but I'm not a designer.
