The paladin talent is better than even the Riding Crop (L70 trinket), and also improves unmounted speed and adds some spell damage mitigation. The hunter one might not be as attractive, but there's other good talents in that tier.
Providing the mount speed bonus to all classes probably outweighs the downsides for one class.
