Except that the two aren't incredibly related. Blizzard has stated repeatedly in the past that 300 riding is seen as a non-essential skill. It's nice, but you can live without it. I'd be very surprised if they took the same stance on being able to fly at all in Northrend. They've also mentioned that it will not be a new tier of riding skill (specific that there won't be
any new tiers of riding skill in WotLK).
