Well given the reports from the PTR that the Riding Crop et al are unchanged, maybe it was just some rogue data that snuck into the patch MPQ's. I think the Inscription guesses are not far from the mark. There's ample evidence that Blizzard's revision control practices are not exactly top notch (see: 3 patches in a row clobbering the Gruul Hurtful Strike hotfix, random Howling Fjord data in the MPQ's since ages ago, etc). I guess time will tell, but given what a seemingly unnecessary change this is, I could definitely buy it being nothing but an accidental preview of half-implemented things to come.
