To be honest this could kill the druids in arena, I remember eating one bad fear while not paying attention to warlock would be enough to have 2 dps teams to kill my partner, now can you imagine 10 second istant fear?
Well let's try to think about this.

If the hunter is in a 2dps setup then yes it makes things quite difficult on any druid healer. You'll have to LoS and communicate with your partner better so that you can stay in caster form as much as possible. Eating a fear at any point that you and/or your partner don't have a decent HoT stack running vs a 2 dps team and one of you is probably going to die if your trinket is not up.

How many hunter/xxx double dps teams do you come across however? I haven't seen all that many of them personally.

Hunter/healer teams, however, I see plenty of.

Speaking from the point of view of someone who runs dru/warr I'd say the strategy for most well equipped druids when they face a hunter/healer team is to stay on top of the hunter in bear form to eat traps and force the hunter to try to CC you instead of your warrior just so he can do some damage. This is painfully easy to do as a druid, especially in lower brackets. Roots + Cyclone + Feral Charge + Bear form and HoTs make it quite hard for any non-exceptional hunter to even put you in danger while allowing your warrior to damage much more effectively. (At least this is the way I play hunter teams and have seen mostly success)

Doesn't seem like the instant fear is going to make or break us in that regard.

However, what's the cooldown on the fear and what's the duration in PvP?

For instance let's not forget that if the spell has a 30s cooldown and it's duration is 12s in PvP, before DR's the cooldown is actually 18s, not 30s.
