Blizzard wants WoW to become a competitive esport. However, right now the arena field is plagued by comps and counter-comps. As such, while your critique is valid for the midrange (you stated 1750-1850) which is an important part of the subscriber base and even for the esport aspect, it doesn't address the most important balance of the game which is the very top end.
Imagine the finals game in a 2v2 tournament, with the best players in the world, being decided by class setup before the match even starts. This is the way WoW is right now.

Agreed, composition is by far the most important thing in 2's and 3's arena. If you have a counter comp to another team, you will win a majority of the time unless you screw up badly, the RNG makes none of your attacks crit or the other team has an incredible skill (or gear, in the case of warglaive / t6 rogues) advantage over you.
