I'll answer the leg patch question for completeness: Yes, it still works. I applied a nethercobra leg patch to tuxedo pants today and mailed them off to an alt. It's nice to have a nethercleft, nethercobra, and spellthread patched tuxedo pants for any alts I make. The extra stamina (or just raw damage of a nethercobra patch) really make a difference. Plus the tuxedo pants look nice.
