Scopes have some sort of unstated minimum iLevel requirement, so you can't just put any scope on any ranged weapon. It lets you start applying it but then errors out with 'target too low level' before it finishes. I believe you can generally apply a scope one model higher than what they could apply themselves.
I was also a bit miffed the other day when I finally leveled my mage to 40 and found that both he
and his weapon iLevel had to be level 40 to use
[Wizard Oil]. Oh well, picked up
[Zum'rah's Vexing Cane] a few days later so it works now. Just wish Blizz would state this stuff in the tooltip.
