A four gcd rotation is 6 seconds , you really should never be recasting rejuv over itself in any thought out rotation.
Recasting the rejuv in every second rotation gives you just the perfect amount of time (12seconds + lag/reaction time) to not override youu original rejuv.
(unless you have some sort of haste which isnt enough to hit the 5gcd per lb, but it's still not worth the recasting rejuv over itself - overall loss of healing/mana effeciency)

Mana efficiency is a non-issue. I don't have mana troubles on any of our encounters anymore. With 0 haste, clipping the tail end of a Rejuv means that I don't drop a LB stack when I am running a really tight 4 cycle. Clipping a Rejuv is better than not having one up on a target during that cycle, or dropping a LB.
And as Acaira said, I'll clip to keep mechanics from interrupting it. If I know a silence is coming up, but I can't overwrite a Rejuv that won't last through the silence because a neck proc ran out, then the target goes sans rejuv.
