Yes, it is fine to continue using the macro when under haste effects. That is part of the beauty of the macro is that it will drop down to a 1:1 rotation when you pass a certain haste threshold. When your shot speed drops to about 1.5 your auto shot timer is now lower than the cast time of your steady shot pushing you to the 1:1.
With 0 haste rating from gear, using a 2.8 speed bow, your attack speed will drop to 1.45 when under the effects of Rapid fire (assuming serpents swiftness and 15% quiver).
