This is some pretty decent straw man...you're comparing the bare minimum of BG with the 'maximum results' for Arena. This subject has been beaten to a pulp, but I think the point is, as the poster above you said, to get rid of the sole requirement of time invested to achieve top end gear.

Just as you can stroll in to a BG by yourself and have SOME success, so too can you just randomly pug someone in trade channel and achieve 1500-1600 ratings - no circle of friends, no schedules, and no voice communication required. If you want MAXIMUM results, yes you need those things. But yeah same thing in BG, you're better off getting a pickup with a resilience requirement and organization over Vent.

The problem is, people are used to just being able to go into BG, not really know how to PVP, and eventually achieve results. This won't happen in Arena. You have to actually have some skill. And in my eyes, your average player should be able to achieve these low rating requirements. Even when I entered season 3 mid-season with like 100 resilience I could achieve 1500+ ratings.
