If we assume say 19-20 spell hit rating will equal 1% at level 80, a 50% increase over level 70, then thats about 120-150 necessary rating to over come. A few gear slots given over to hit/damage/haste rather then crit/damage/haste may end up working out better if 100% uptime on Elemental Oath is impossible, which I believe it probably will be.

Right, but since you will be able to choose between "resto" and "dps" rings necks gems etc you will most likely be able to optimize for the perfect amount of hit (since at this time the amount of hit needed with oath is looking rather small).
