Question: Does anyone know for a fact do these changes ACTUALLY make you have less latency in game or are they only making the latency number lower. ie not really doing anything in terms of making the game faster, but they do make the reported ping lower ofc. Anyone know?

The difference with and without even the registry fix (let alone tunneling services) is astounding. After I first put in the registry fix - the resulting response time felt like having training weights taken off. I removed it when Blizzard claimed they removed the Nagle Algorithm back in 2.3, and performance was extremely sluggish until I re-added it back in.
It is definitely no placebo effect.
