After some preliminary personal testing, with Deathfrost enchanted on a 1.5 speed weapon, I have yet to see it proc as a rogue. However, the warlock who I'm testing with also has Deathfrost enchanted, and can proc it on me almost 50 percent of the time.
Is this enchant possibly affected by spell hit, or is my weapon/enchant bugged in some way?
