Procs with/without internal cooldowns

Two things:
a) Can someone check that it procs on ranged attacks as well? Had several hunters state that it does.
b) The proc rate: I had a paladin state that he had 8% proc rate over ~1k swings with a 1.6s gavel and Seal of the Crusader (40% haste) up.
Can someone confirm 8% that by swinging a very slow 2Her?
