Deathfrost can be refreshed. Tested just now with an enhancement shaman dueling me. Between his two weapon swings (both enchanted with Deathfrost) and shocks, it procced fairly often, and more than once while the debuff was already on me. These procs did their normal 150 frost damage in addition to refreshing the debuff back to 8 seconds' duration.
