Improved Sanctity Aura, Misery, Curse of Elements and Crusade are the ones I would assume for a ret pally off the top of my head. I suppose it would be roughly the same for other classes; anything that improves "all damage" or "frost damage" should increase it.
Of course I'm assuming it counts as a magic attack. Since the debuff is physical it is possible it is counted as a physical attack, which would use entirely different modifiers.
