Also, confirming that melee and spell procs are independent:
17s - Melee DF proc.
22s - Ice Lanced. Spell DF proc.
29s, 33s, 39s - Melee DF proc.

eeerr.. So we would have one Internal CD on the spell part of it, and none on the melee part? That would be very odd.
