Honestly if that's the kind of guild you are looking for- don't bother trying to build it. Creating one out of thin air is about as likely as a lightning strike in your backyard. Could it happen? Sure- but you're going to spend a lot of cold wet nights in the rain waiting for it.
You're looking for a top end guild and you're going to have to work hard to get into one without a vouch or excellent gear (or a resto shaman, but such is the way of things these days). Do some research on euro guilds available (I'd have suggestions if you were US, sadly I don't keep track of the euros) and find those people where they already are rather than sifting through dozens of people who think they're what you want- but really aren't. Compose a great application, know your own class and be ready to prove it by playing the strong specs with proper gearing gemming and enchants. Apping as moonkin or pure cat dps are probably not going to get you far- their contribution to a raid may be sufficient but you're already asking them to look at a relative unknown- don't go too far outside the mainstream or you'll be too large of a gamble.
