No, he probably meant exactly what Silmeria said - having a paladin spamming FoL is very similar to a much stronger Lifebloom that ticks slightly less often, which is a very effective tool to soften any spikes in BT and make them much easier to handle for another paladin oriented towards HL or priests Greater Healing.
It's not a statement of "BT LOL SLACK OFF GUYS," it was a relatively common and effective healing strategy cited frequently during the progression phases of a lot of BT discussions, notably around (to my memory) Shahraz and Bloodboil.
