Earthen Ring/Vindication has a number of raiding guilds for the PVE content you were complaining about, as does likely any high population server. Pugs are still miserable, you will need to find and join a guild to get much raiding in.
Vindication Alliance wins in AV most of the time, suck in the other 3 battlegrounds a lot, but how much depends on time of day (morning and very late night PST is significantly better than "prime time" PST on the alternate BGS). Queue times are sub 1 minute most of the time on losing BGs, ~20m for AV. A lot of the prime time difficulty is a combination of newbies not knowing strategies and "honor farmers" whining about "just let them win" whenever a minor setback happens early. At other time periods, the odds that people basically know what to do and will actually try is better, and win rates rise to 35-40% from 1 in 4 or 1 in 5.
Can't speak to Vindication arena, as I suck at arena and only see the bad teams.
