WotLK: The Lava Burst Conundrum

So from feedback from Ghostcrawler & co, Elemental DPS at 70 is a bit "low", but it is expected that this will pick up when we get Lava Burst. Most players seem to disagree on scaling grounds, citing the lack of empowerment talents, and the limited scaling talents (Concussion, Call of Flame, Overload, Lava Flows, Storm Earth & Fire), of which only 2-3 affect any one spell.
However, there's one thing that seems to have gone unnoticed so far. The Haste Problem. More specifically, the issue with how haste scales when interacting with casting times and higher damage abilities on a cooldown. This is the issue where, depending on cast times, it may be better to waste time before the cooldown is up, or it may be better to continue casting your filler spell and offset the use of that cooldown spell.
Firstly, a little description of what is likely to be the "normal" Elemental rotation. The change to the Flame Shock glyph (extra 3 seconds duration, is not consumed by Lava Burst) means that we effectively have two halves to our rotation. The first half starts off with a Flame Shock, followed by Lava Burst, and then Lightning Bolts until Lava Burst is ready again. The second half starts at the Lava Burst, but you only cast lightning bolt until you are approximately one GCD away from Lava Burst being ready again. At this point you cast Flame Shock again, and go back to the first half.
Any class that have minor spells that are either dots or buff/debuff spells can be used to prevent the buff/debuff from dropping, or the dot can simply expire before re-applying it. Even on positive interaction mechanics, like Moonfire giving Starfire an extra 3% crit, there is no question of what spell should be used when.
For Elemental however, there appear to be haste values that either give no DPS gain at all, or actually decrease your output, depending on how you work your rotation. I have tried waiting for the LvB always, using it when it is actually up vs about to come off cooldown, and a formula to calculate whether to wait or not depending on how long LvB is put off for and how much damage LB does, and I am still unable to come up with a way to work out what sort of rotation should be used based on a set haste value.
This is further complicated if you add Chain Lightning into the mix, especially with the 3.5 second cooldown thanks to SE&F. Adding CL in on a rotation where you do not wait for cooldowns results in 100-200 dps at best, and using two CLs per half rotation doesn't gain that much more damage, depending on haste values again.
Most of the difficulty for me in calculating the ideal rotation based on haste comes down to a combination of multiple factors: Whether it is better to cast another LB or wait for LvB on both halves of the rotation (8 seconds & 8 seconds less a GCD), and then judge if the duration of the whole rotation will allow for that last Flame Shock dot tick.
So far, the easiest rotation (just cast the next available spell) is the best performer, but it still gives negative dps gains for certain haste areas.
So, in summary, having a high powered spell on cooldown makes for really awful haste scaling, and for complex rotation calculation. As such, in its current state, the Elemental Shaman seems like it isn't going to be much fun, in comparison to Mages for example.
Ideally, the more powerful spell should be the one used most often (LB), with the secondary spells being weaker, but adding some sort of buff to the primary spell.
Unfortunately, my work over the last week or so on this is making me re-consider whether I want to remain an Elemental Shaman in WotLK, swap to Enhancement/Resto, or change mains to my Druid in either caster dps or tanking roles.

Have you theorycrafted on how much haste it would take to get in another LB perfectly between the LvB cooldown, with CL in the mix? Example: FS > LvB > CL > LB LB > CL > LB *LB* > LvB > CL > LB LB > CL > *LB* Repeat? Getting in another LB or CL per rotation will be a hefty jump in DPS. Using any Haste otherwise seems that it may be wasted (except the haste that effects LvB and the FS GCD) The other thing that i've noticed is that while the rotation above is the correct rotation to use for your first flameshock, the first CL will be on CD when you try to repeat it. This throws everything off in terms of deciding a set rotation. Right now, to me haste seems like a convenient luxury that helps if you cant keep your rotation steady, or have to move alot during a fight. For a patchwork style fight though, it just seems like a luxury. One thing is for sure, though, this rotation of ours is extremely difficult to theory craft around =P |

Mind you, if you'd actually read anything on the forum you'd know that I've abandoned a fixed rotation and gone for a priority one a-la shadow priests. |
