Fixing Elementals: What Blizzard Should Do

There's three things that really bug me about the spec right now.
  1. You need to put 1-4 points into "filler" talents at Tier 4 to get to the next tier, and can run out of points later
  2. When LB & CL had cast times reduced by 0.5 seconds, and the Lightning Mastery talent reduced to 0.1 seconds per point, the only buff around that was to put an extra 8% onto the co-efficient for both spells. Nothing was done to the talent that was affected
  3. Curse of Elements affects Frost and Fire, but not Nature.

Of course, I have ideas on fixing these:
  1. Remove Elemental Devastation, and move Unrelenting Storm down one tier.
  2. Remove the "hidden co-eff bonus" and add a 3% per point empowerment onto LM, possibly removing the cast reduction on CL if it's a bit too OP
  3. Make CoE affect nature.
  4. Change LO to a charge based system (every cast adds a charge, 4 charges casts an extra LB at 10/20/30/40/50% of normal with no threat. This should increase the frequency of procs slightly, but also reduce the dependency on a good random number run to do good dps.

The other ideas I've had revolve around turning ToW into 3% haste/crit, changing frost/fire weapon buffs to proc on spellcasts rather than melee hits with caster centric procs.
