I think it has something to do with the whole end-game content being rushed and unfinished.
I bet future patches will include soundfiles for SSC bosses, and there is no way in hell that they would leave Kael without a voice. Probably gets patched in at the same time as the loot gets updated and the 25mans get retuned to make the more playable.

Murlocs need murloc sound files badly. They could be oh so annoying, yet they're just kinda lame right now. Oh, and the quarter million HP each in packs of 6 make it so you'd have to listen to it a lot before they finally fell - cause we all know that you can zerg down 100k!
