If you think PVE is being neglected for PVP, I think you need to take a step back and look at it objectively. For 99% of WOW's life span, the PVP system has, without question, been broken. The new PVP content involved two instances, a rating system, and some epics. Blizzard has made some improvments on the system, but PVE still recieves a majority of the attention from Devs. This might have something to do with the fact that more and more players are interested in advancing based on how well they play, and not how much time they put in.
I do agree that lower rated teams are gaining arena points too fast, but that is proof that blizzard needs to spend more time balancing the PVP system so scrubs can't get the best gear in the game.
PVP is the future of wow, grinding instances hasn't been popular since naxx, and it hasn't been fun since ever. After the first kill it is like tying your shoe every night for 4 hours and getting epics.
